Dan and Beersheba marked the traditional northern and southern limits of Israel, so David’s order to number the people meant surveying the whole kingdom. Gibeon, where the tabernacle and altar then stood, and Jerusalem, David’s capital, frame the passage’s concern with Israel’s worship and royal administration.
