When the people were come into the camp, the elders of Israel said, Why has Yahweh struck us today before the Philistines? Let us get the ark of the covenant of Yahweh out of Shiloh to us, that it may come among us, and save us out of the hand of our enemies.

Aphek was the Philistine encampment site, while Ebenezer marked Israel’s nearby camp in the central hill country; Shiloh, where the tabernacle stood, was Israel’s religious center. After defeat near Ebenezer, Israel brought the ark from Shiloh, treating it as a means of securing victory rather than humbly seeking the Lord.
