Shaphan the scribe came to the king, and brought the king word again, and said, Your servants have emptied out the money that was found in the house, and have delivered it into the hand of the workmen who have the oversight of the house of Yahweh.

Jerusalem was Judah’s capital, where Josiah’s temple reforms centered and where Shaphan reported Hilkiah’s discovery of the Book of the Law. The Second Quarter was a newer district of Jerusalem, likely on the western or northern side, associated with officials and later with the prophetess Huldah.
