Asia was the Roman province in western Asia Minor from which some of Paul’s accusers came; Caesarea was the Roman administrative center on Judea’s coast, where Felix heard the case. Jerusalem was the Jewish religious center where the alleged disturbances began, underlying the charges against Paul.
