Acts 25:10

But Paul said, "I am standing before Caesar's judgment seat, where I ought to be tried. I have done no wrong to the Jews, as you also know very well.

Caesarea was the Roman administrative center of Judea, where Paul stood before Governor Festus; Jerusalem was the Jewish religious center whose leaders sought his condemnation. Rome, though not named in the verse itself, is implied by Paul’s appeal to Caesar, placing his case under imperial jurisdiction.
