Acts 25:11

For if I have done wrong, and have committed anything worthy of death, I don't refuse to die; but if none of those things is true that they accuse me of, no one can give me up to them. I appeal to Caesar!"

Caesarea was the Roman provincial capital of Judea, where Paul stood trial before Festus; Jerusalem was the Jewish religious center where his accusers sought to have him judged. By appealing to Caesar, Paul invoked his right as a Roman citizen, setting the course for his case to be heard in Rome.
