Acts 25:12

Then Festus, when he had conferred with the council, answered, "You have appealed to Caesar. To Caesar you shall go."

Caesarea was the Roman administrative center of Judea, where Governor Festus heard Paul’s case; Jerusalem was the Jewish religious center where his accusers sought trial. Rome, the imperial capital, was Paul’s destination after he appealed to Caesar, invoking his rights as a Roman citizen.
