Caesarea was the Roman provincial capital of Judea, where Governor Festus held Paul in custody; Jerusalem was the Jewish religious center where Paul’s opponents sought to have him tried. Rome, the imperial capital, mattered because Paul’s appeal to Caesar would ultimately send his case there.
