Caesarea was the Roman administrative capital of Judea, where Paul was held before Governor Festus and where Agrippa expressed interest in hearing him. Jerusalem was the Jewish religious center where accusations against Paul began, while Rome was the imperial court to which Paul had appealed as a Roman citizen.
