but declared first to them of Damascus, at Jerusalem, and throughout all the country of Judea, and also to the Gentiles, that they should repent and turn to God, doing works worthy of repentance.

Damascus was where Paul’s conversion began; Jerusalem and Judea were the Jewish religious and geographic center from which his early witness spread. Nazareth, Jesus’ hometown in Galilee, is not mentioned in Acts 26:20, though Paul’s message concerns repentance toward the risen Jesus.
