All the presidents of the kingdom, the deputies and the satraps, the counselors and the governors, have consulted together to establish a royal statute, and to make a strong interdict, that whoever shall ask a petition of any god or man for thirty days, save of you, O king, he shall be cast into the den of lions.

Jerusalem was the covenant city of Judah, where God had placed his temple before its destruction by Babylon. Though Daniel 6:7 records a Persian decree against prayer to any god but the king, Daniel’s later prayer toward Jerusalem expressed continued allegiance to Israel’s God and his promises concerning the city.
