Susa was the Persian royal capital, where Mordecai learned of the assassination plot and Esther reported it to the king. Babylon and Jerusalem frame the wider exile context: Jews displaced from Jerusalem, including those connected with Mordecai’s family, lived under Persian rule after Babylon’s dominance had ended.
