So it happened, when the king's commandment and his decree was heard, and when many maidens were gathered together to Shushan the palace, to the custody of Hegai, that Esther was taken into the king's house, to the custody of Hegai, keeper of the women.

Babylon was the Mesopotamian empire that had conquered Jerusalem, Judah’s capital, and carried many Jews into exile. Susa, a royal city in Persia, is where Esther was gathered into the king’s household, showing the Jewish community still living under foreign rule after Jerusalem’s fall.
