But he scorned the thought of laying hands on Mordecai alone; for they had made known to him the people of Mordecai: therefore Haman sought to destroy all the Jews who were throughout the whole kingdom of Ahasuerus, even the people of Mordecai.

Susa was a major royal city and winter residence of the Persian Empire, located in southwestern Iran. Its imperial setting matters here because Haman’s plot against the Jews arose within the king’s administrative center, where a personal grievance could be turned into an empire-wide threat.
