Moses stretched forth his rod over the land of Egypt, and Yahweh brought an east wind on the land all that day, and all the night; and when it was morning, the east wind brought the locusts.

Egypt was the land ruled by Pharaoh, where Israel was enslaved and where the locust plague of this verse fell. The Red Sea lay east of Egypt; the east wind that brought the locusts anticipates God’s later use of a wind there to deliver Israel from Pharaoh.
