The Chebar was a canal or river region in Babylonia, near where Ezekiel lived among the Judean exiles. There he first saw the living creatures supporting God’s throne-chariot, so Ezekiel identifies them again to show that the same sovereign God revealed in exile is acting against Jerusalem.
