Babylon/Babylonia was the former imperial center from which Judean exiles had returned; “Beyond the River” was the Persian province west of the Euphrates, including Judea. Jerusalem, Judea’s chief city, was where the returned community resumed rebuilding God’s temple under prophetic encouragement.
