Babylon, in Babylonia (southern Mesopotamia), was the imperial center from which Nebuchadnezzar had conquered Jerusalem in Judea and carried away its temple vessels. “Beyond the River” refers to the Persian province west of the Euphrates, including Judea, where the returned Jews were rebuilding Jerusalem’s temple under imperial scrutiny.
