Babylon in Babylonia was the imperial center from which Sheshbazzar was sent after Persia conquered Babylon. “Beyond the River” meant the Persian province west of the Euphrates, including Judea and Jerusalem, where he laid the temple foundations but did not complete the rebuilding.
