Babylon/Babylonia was the Mesopotamian imperial center from which Judean exiles had returned; Jerusalem in Judea was their restored homeland and the site of the temple rebuilding under dispute. “Beyond the River,” meaning the Persian province west of the Euphrates, locates the officials sending this report to King Darius.
