Ecbatana was a royal fortress-city in Media, east of Babylonia and the Euphrates, within the Persian Empire; it was where Darius’s officials found Cyrus’s decree concerning Jerusalem. Babylon, Assyria, and “Beyond the River” denote imperial regions whose archives and authority affected the rebuilding of Jerusalem’s temple.
