Also let the gold and silver vessels of the house of God, which Nebuchadnezzar took forth out of the temple which is at Jerusalem, and brought to Babylon, be restored, and brought again to the temple which is at Jerusalem, everyone to its place; and you shall put them in the house of God.

Jerusalem was the Judean city where the temple vessels belonged; Babylon/Babylonia was the former imperial center that had taken them, while Persia, including Media and Ecbatana, ruled the empire that authorized their return. “Beyond the River” denotes the western Persian province across the Euphrates from Mesopotamia; Assyria forms the earlier regional imperial background.
