Moreover I make a decree what you shall do to these elders of the Jews for the building of this house of God: that of the king's goods, even of the tribute beyond the River, expenses be given with all diligence to these men, that they be not hindered.

“Beyond the River” was the Persian province west of the Euphrates, including Jerusalem in Judah; its taxes were ordered to support the rebuilding of God’s temple. Persia, ruling lands once dominated by Assyria and Babylon/Babylonia and extending through Media to Ecbatana, exercised imperial authority to enforce this decree.
