Babylon in Babylonia was the former imperial center from which many Judeans had been exiled; by Ezra’s day it belonged to Persia. “Beyond the River” refers to the Persian province west of the Euphrates, including Jerusalem, where Ezra would serve in restoring faithful worship and instruction.
