Persia was the empire of King Artaxerxes, whose authority extended from Babylonia, centered on Babylon in Mesopotamia, to “Beyond the River,” the Persian province west of the Euphrates that included Jerusalem. These places frame the king’s decree authorizing Ezra’s mission to restore ordered worship and covenant life in Jerusalem.
