now therefore don't give your daughters to their sons, neither take their daughters to your sons, nor seek their peace or their prosperity forever; that you may be strong, and eat the good of the land, and leave it for an inheritance to your children forever.

Jerusalem was the restored center of Jewish worship in Judea, the Persian province to which Ezra’s community had returned from exile. Persia was the ruling empire whose kings permitted this return; Ezra 9:12 warns that intermarriage with surrounding peoples could endanger the covenant community’s inheritance in the land.
