Ezra 9:2

For they have taken of their daughters for themselves and for their sons, so that the holy seed have mixed themselves with the peoples of the lands: yes, the hand of the princes and rulers has been chief in this trespass.

Jerusalem was the restored center of Jewish worship in Judea, the Persian province to which exiles had returned. Persia was the ruling empire that authorized the return; Ezra 9:2 warns that the returned community in Judea was compromising its covenant identity through intermarriage with surrounding peoples.
