Hebrews 8:7-8

[7] For if that first covenant had been faultless, then no place would have been sought for a second. [8] For finding fault with them, he said, "Behold, the days come," says the Lord, "That I will make a new covenant with the house of Israel and with the house of Judah;

Egypt was the land from which God delivered Israel in the exodus, forming the historical setting of the first covenant at Sinai. Hebrews cites this failure under that covenant to explain why God promised a new covenant, grounded in his faithful mercy rather than Israel’s obedience.
