For this reason he is the mediator of a new covenant, since a death has occurred for the redemption of the transgressions that were under the first covenant, that those who have been called may receive the promise of the eternal inheritance.

The Holy Place and Most Holy Place were the inner rooms of Israel’s tabernacle (and later temple), where priests served and the high priest entered God’s immediate covenantal presence once yearly with blood. Hebrews 9 uses their restricted access to show that Christ’s sacrificial death secures the promised eternal inheritance and true access to God.
