Jerusalem was Judah’s capital, with Zion often denoting its fortified hill and, by extension, the city and covenant people centered on God’s sanctuary. In this oracle of judgment and restoration, God’s refining hand against Jerusalem/Zion signifies the purging of corrupt leaders and idolatry so that righteous order may be restored.
