Ashdod was a Philistine coastal city in the southern Levant, then under Assyrian pressure; Assyria was the dominant Mesopotamian empire. Cush, south of Egypt (roughly Nubia), and Egypt were potential allies, but Isaiah’s sign warned Judah not to trust their power against Assyria.
