Yahweh will create over the whole habitation of Mount Zion, and over her assemblies, a cloud and smoke by day, and the shining of a flaming fire by night; for over all the glory will be a canopy.

Mount Zion, in Jerusalem, was the hill associated with David’s city and the temple, and “Zion” often denotes Jerusalem’s covenant community. In this promise, God’s protective cloud and fire recall the wilderness exodus, portraying his renewed presence and shelter over Zion’s purified inhabitants.
