Babylon was the imperial city and region in Mesopotamia where Judah’s exiles lived after Jerusalem’s fall; Jerusalem was Judah’s covenant capital, left behind under judgment. Jeremiah tells the exiles to seek Babylon’s welfare, because their own peace during exile was bound to the city’s peace.
