Mizpah, near Jerusalem in Benjamin, was the administrative center where Gedaliah governed Judah after Babylon’s Chaldean conquest; Ramah was nearby on the exile route. Ammon, Moab, and Edom were neighboring eastern and southern peoples, and Ammon’s alleged support for Ishmael threatened this fragile Babylonian-appointed order.
