Jeremiah addresses Judean refugees in Egypt after Jerusalem’s fall to Babylon. Memphis, Tahpanhes, and Pathros were Egyptian centers where they had settled; Babylon was the conquering empire, while Jerusalem remained the devastated covenant city from which they had fled.
