[2] Take twelve men out of the people, out of every tribe a man, [3] and command you them, saying, Take hence out of the midst of the Jordan, out of the place where the priests' feet stood firm, twelve stones, and carry them over with you, and lay them down in the lodging-place, where you shall lodge this night.

The Jordan was the river Israel crossed on dry ground as they entered Canaan; Jericho lay just west of this crossing, and Gilgal became Israel’s first camp in the land. The twelve stones taken from the Jordan were set up at Gilgal as a covenant memorial of God’s saving faithfulness.
