Babylon was the major Mesopotamian city and empire that conquered Judah and deported many Jews into exile in the sixth century BC. Though not named in verse 18 itself, its mention in Matthew’s preceding genealogy marks Israel’s exile and God’s continuing covenant purpose leading to Jesus’ birth.
