Jerusalem was Judah’s historic covenant city, whose ruined walls and vulnerable population prompted Nehemiah’s concern. Susa was a principal royal residence of the Persian Empire, where Nehemiah served in exile and from which God would providentially open a way for Jerusalem’s restoration.
