[16] He gives snow like wool, And scatters frost like ashes. [17] He hurls down his hail like pebbles. Who can stand before his cold? [18] He sends out his word, and melts them. He causes his wind to blow, and the waters flow.

Jerusalem was Israel’s central city, and Zion often refers to its temple hill or, by extension, the covenant community gathered there. Though verses 16–18 praise God’s rule over snow, frost, and wind, the surrounding psalm addresses Jerusalem/Zion as the people who witness and receive the care of the Creator.
