The Bible presents clouds as instruments of God’s wise and sovereign rule, displaying both his power in creation and his faithful care for the world. He binds up waters in thick clouds, spreads them across the skies, and directs their lightning and rain according to his purposes (Job 26:8-9; Job 37:11, 15-16). Proverbs 8:28 and Job 38:9 portray the clouds as part of the ordered world God established in wisdom. Through clouds God sends rain and refreshment, as seen when a small cloud preceded the long-awaited rain in 1 Kings 18:44. He also made the cloud-borne rainbow a sign of his covenant mercy after the flood (Genesis 9:14).
