The Bible welcomes sinners to come to God through Jesus Christ as they are, yet never leaves them unchanged by His saving grace. Jesus invites the weary and burdened to Himself for rest (Matthew 11:28), and promises that whoever comes to Him He will never cast out (John 6:37). This welcome is not based on human worthiness, for all have sinned, but on God's love shown in Christ's death for sinners (Romans 3:23; Romans 5:8). God calls the thirsty to receive freely (Isaiah 55:1; Revelation 22:17), grants cleansing and forgiveness (Isaiah 1:18), and draws near to those who draw near to Him in repentance (James 4:8). Having begun His work, God faithfully continues it (Philippians 1:6).
