The Bible teaches that punishment is a sober expression of God’s justice, meant to restrain evil, uphold righteousness, and call people to fear the Lord. Scripture recognizes that sin brings grievous consequences, as Cain lamented in Genesis 4:13-14. Civil authorities are appointed by God to punish wrongdoing and protect the good, bearing the sword as God’s servants according to Romans 13:4. Israel’s laws required impartial justice: the guilty were not to be shielded, yet children were not to be punished for their fathers’ sins, as Deuteronomy 19:13 and 24:16 show.
