What does the Bible say about submission to human authority?

The Bible teaches that Christians should humbly submit to lawful human authority as God’s servants, while obeying God above all when human commands oppose his will. Romans 13:1-7 calls civil rulers God’s appointed instruments for preserving order and commends paying taxes, honor, and respect. Titus 3:1 and 1 Peter 2:13-17 likewise urge believers to be ready for good works and to honor governing authorities, so that their conduct adorns the gospel. Hebrews 13:17 and 1 Peter 5:5 encourage willing humility toward faithful church leadership. Yet Acts 5:29 establishes the necessary limit: “We must obey God rather than men.” Christian submission is therefore reverent, peaceable, and conscience-bound to Christ’s supreme lordship.
